趣旨：
＊人類の英知で発効した核兵器禁止条約が４年目の記念日を迎えた。３月には第３回締約国会議を迎えるが、核被害者の対象拡大など多くの課題がある。
＊今日の状況は、ウクライナ戦争は３年経てなお泥沼化し、イスラエル・ネタニヤフ政権はパレスチナ自治区・ガザへのジェノサイド攻撃に加え、レバノン、イラン、シリアなど中東に戦火を拡げ、領土拡大の野望をあらにしている。その間、毎日子どもや女性をはじめとする多くの無辜の民の命が奪われ傷つけられている。
＊ロシアもイスラエルも核を持ち、使用の威嚇をしており、今や人類を核戦争の危機にさらしている。中東の戦火拡大をはじめとする世界戦争の火種を消し止めなくてはならない。
　＊現実化する世界核戦争の危機にあって、２０２４ノーベル平和賞は日本被団協に光を当てた。未曽有の非人間的極致の無差別大量虐殺の汚点を人類の歴史に刻んだアメリカの原爆投下による辛酸を舐めながらも、生き残ったヒバクシャは無念の死者たちを背負って立ち向かい闘ってきた。ノーベル平和賞は、築き上げてきた核のタブーが根幹から揺さぶられている現況に楔を打ち込もうと世界に呼びかけるものであった。

０２５年１０月に「核の無い未来を！世界核被害者フォーラム」をヒロシマの地で開催するにあたり、核権力と戦う世界の民衆に連帯を呼び掛ける。

核兵器禁止条約発効４周年の今日、１月２２日、１５００本のキャンドルの灯で、「核と人類は共存できない」“ NUCLEAR & HUMANITY CAN’T COEXIST! ” と描き出し、亡き核犠牲者の魂と共に、原爆ドームの前から世界に呼びかける。

2021年1月には、核兵器禁止条約が発効し、核時代の終焉の一歩を刻んだ。来る３月には核兵器禁止条約第３回締約国会議を迎える。核兵器の違法性と核被害者の救済の義務を定めたことは評価に値する。今世界は、３年近く続く泥沼化したウクライナ戦争、パレスチナ・ガザで１年３か月余も続いたジェノサイドに続きイスラエルの飽くなき領土拡大の野望による中東危機の中で、ロシア、イスラエルによる核兵器使用の威嚇が繰り返され、今や人類を核戦争の危機にさらしている。世界戦争の火種を消し止めなくてはならない。

核兵器禁止条約は、核戦争による非人道性の極みを訴え闘ってきた原爆被爆者、核実験被害者たちの体験とそれを共有する運動の上に成立した。しかし、世界各地の核被害者の救済なくして核廃絶はないという被爆者らの訴えに反し、核被害者を「核兵器の使用と実験」によって影響を受けた者と狭く定義づけられているため、多くの先住民を含む核被害者が切り捨てられている問題がある。また、原子力の「平和利用」を奪い得ない権利と定めていること、加害者責任が明確にされていないことなどの致命的な問題もあり、今後の重要な課題として、ヒロシマから声を挙げて締約国会議などで取り組んで行かなくてはならない。

現実化する世界核戦争の危機にあって、２０２４ノーベル平和賞は日本被団協に光をあ
てた。未曽有の非人間的極致の無差別大量虐殺の汚点を人類の歴史に刻んだアメリカの原爆投下による辛酸を舐めながらも、生き残ったヒバクシャは無念の死者たちを背負って立ち向かい闘ってきた。ノーベル平和賞は、築き上げてきた核のタブーが根幹から揺さぶられている現況に楔（くさび）を打ち込もうと世界に呼びかけるものであった。

核の時代は、米国が広島・長崎に原爆を落とし、人間が地上から人類を抹殺する力を手に入れ、人類が滅亡の危機に直面して始まった。原爆投下は、一瞬にして無数の無辜の民を虐殺し、ヒロシマ・ナガサキに未曾有の非人間的悲惨さの極みをもたらした。地獄の惨禍をくぐり抜け生き延びてきた被爆者は、放射能の影響に今も苦しんでいる。
この間、核を握る核権力によって、放射能による健康への影響の事実は矮小化され、あるいは隠蔽されてきた。黒い雨や放射性降下物に曝された被爆者は今なお国に認定させるための訴訟を起こさねばならない状態にある。

核利用サイクルはウラン採掘に始まり、精錬、核兵器・核燃料製造、核実験、核兵器使用、原発稼働、原発事故、使用済み核燃料の再処理、核廃棄物の保管・処分、劣化ウラン兵器使用など、あらゆる段階で放射能による広範な環境汚染と人体への深刻な影響をもたらしてきた。
核の利用が、軍事利用であれ、商業利用であれ、深刻な放射能被害をもたらし、地球を破滅に向かわせるものであることは、引き起こされている現実が明らかにしている。放射能汚染は永遠に続く。人類は核エネルギーの利用を完全に放棄しなければ未来を失う。
「核と人類は共存できない」における「核」とは、「核兵器」だけではない。

私たちは、広島、長崎被爆８０周年に当たり、核利用がもたらした非人間的な核災害の原点・ヒロシマで「核と人類は共存できない」という核絶対否定の理念を掲げ、核兵器を廃絶し、核利用を根絶するため、１０月５、６の両日、広島市で世界核被害者フォーラムを再び開催する。
　2015年核被害者フォーラムの成果を引き継ぎ、世界の核被害者への救援、核被害者の権利と補償の確立、核利用の根絶への指針として世界に広めていく。

Statement on the Candle Message
from Hiroshima Alliance for the Abolition of Nuclear Weapons (HANWA)

Today, January 22, 2025, marks the fourth anniversary of the entry into force of the Treaty on the Prohibition of Nuclear Weapons (TPNW). To commemorate this day, 1,500 candles will be lit in memory of the souls of the deceased nuclear victims. These candles will spell out the message: “NUCLEAR & HUMANITY CAN’T COEXIST!”, a call we send to the world from the front of the Atomic Bomb Dome.

The TPNW marks the first step toward ending the nuclear age. The upcoming Third Meeting of States Parties to the Treaty, scheduled for March, deserves recognition for defining the illegality of nuclear weapons and obligating assistance for nuclear victims. However, the world remains in crisis, from the quagmire of the Ukraine war, ongoing for nearly three years, and the genocide in Palestine and Gaza, persisting for over one year and three months. Coupled with Israel’s territorial ambitions in the Middle East and repeated threats of nuclear weapon use by Russia and Israel, humanity is on the brink of nuclear war. It is imperative to extinguish the sparks of world wars, and the expanding war in the Middle East.

The Treaty on the Prohibition of Nuclear Weapons is rooted in the experiences of atomic bomb survivors and nuclear test victims, reflecting their fight to share the extreme inhumanity of nuclear war. However, challenges remain, such as the Treaty’s narrow definition of nuclear victims as those affected only by “use or testing of nuclear weapons.” This excludes many, including indigenous communities affected by the broader nuclear cycle. Additionally, the Treaty’s recognition of the “peaceful use of nuclear energy” as an inalienable right and the lack of accountability for nuclear perpetrators are critical issues that must be addressed.

As humanity faces the reality of potential nuclear war, the 2024 Nobel Peace Prize spotlighted Nihon Hidankyo. While enduring the egregious horror of nuclear attacks by the United States—attacks that have engraved an indelible stain of indiscriminate genocide and unprecedented inhumanity into the history of humankind—the hibakusha, or survivors of the atomic bombings, continued to fight, carrying the souls of those who tragically did not survive. The Nobel Peace Prize was a call to the world to address the current situation, in which the nuclear taboo that has been built up is being shaken to its foundations.

The nuclear age began with the United States use of atomic bombings on people in Hiroshima and Nagasaki. This is when humanity gained the power to wipe itself off the Earth and faced the danger of extinction. The atomic bombings slaughtered countless innocent people in an instant, bringing unimaginable suffering to Hiroshima and Nagasaki. Those who survived the horrors of hell continue to suffer from the long-lasting effects of radiation.

Today, nuclear-armed states and nuclear allies that control nuclear technology trivialize or conceal the health impacts of radiation exposure, leaving many A-bomb survivors, who were exposed to black rain or radioactive fallout, still fighting for official recognition as hibakusha.

The entire nuclear cycle—uranium mining, milling, nuclear weapon and fuel production, nuclear weapons and depleted uranium weapons use and testing, power plant operation, accidents, reprocessing of spent nuclear fuel, and waste storage and disposal—causes extensive environmental contamination and devastating health effects.

The reality is clear: whether for military or commercial purposes, the nuclear fuel chain leads to irreversible harm on the planet. Radioactive contamination persists indefinitely, threatening humanity’s future. We must completely abandon the entire nuclear fuel chain to ensure the survival of life on Earth.

The term “nuclear” in “Nuclear and humanity cannot coexist” extends beyond weapons; it encompasses the entire nuclear cycle. To this end, we will convene the World Nuclear Victims Forum on the 80th anniversary of the atomic bombings, October 5–6, 2025, at Aster Plaza in Hiroshima. This forum will champion the absolute denial of the nuclear as in “Nuclear and humanity cannot coexist” and present guidelines for providing relief to nuclear victims worldwide. These guidelines will establish rights, compensation, and a path toward abolishing the nuclear cycle.

Let the 2025 World Nuclear Victims Forum shed light on the struggles of nuclear victims across the globe.

We call on the world from Hiroshima:

Stop the escalation of wars in the Middle East and Eastern Europe.

Protect the light of life for all people.

As long as the nuclear cycle exists, it creates hibakusha and nuclear victims, and perpetuates the threat of nuclear war.

Let us end the nuclear age!

世界核被害者フォーラム開催目的

核利用サイクルはウラン採掘に始まり、製錬、核兵器・核燃料製造、核実験、核兵器使用、原発稼働、原発事故、使用済み核燃料の再処理、核廃棄物の保管・処分、劣化ウラン兵器使用など、あらゆる段階で放射能による広範な環境汚染と人体への深刻な影響をもたらしてきた。

私たちは、インドやアメリカなどのウラン鉱山採掘現場、劣化ウラン弾を撃ち込まれたイラクの現場、ネバダ核実験場の風下住民の現場や南太平洋の島々と世界各地の核実験場の現場を調査し深刻な被害実態を告発してきた。また、原発重大事故に遭ったチェルノブイリ、福島の人々がその生命、健康、生活、自然環境を失わされ破壊された現場の状況を、検証・調査・支援してきた。

ウランの採掘、製錬、核実験、核廃棄物の処理などは、先住民の人々の土地や抑圧された旧植民地で行われてきている。被害現場に共通しているのは、被害者たちが、常に無防備で弱者の立場にあることだ。いつもそこに見られるのは、一握りの権力者、資本の利益のために、いわれも無く理不尽に踏みにじられる民衆の犠牲だ。その犠牲の上に利益を上げる権力者の利己的な行動は許されないし、その行動が今や核戦争を招き、地球の気象変動をもたらし、人類を絶滅に追いやる危機を招来していることを私たちは直視しよう。

2015年被爆70周年に広島で開催した「世界核被害者フォーラム」で採択した「広島宣言」では、核被害者を「原爆の被爆者、核実験被害者、核の軍事利用と産業利用の別を問わず、ウラン採掘、製錬、核の開発・利用・廃棄の全過程で生じた放射線被曝と放射能汚染による被害者すべてを含む」とした。また、「核時代を終わらせない限り人類はいつでも核被害者＝ヒバクシャになりうることを認識して、核と人類は共存できないことをあらためて確認」した。

そのときより世界はもっと厳しい核被害の現実にさらされている。私たちは、2025年広島・長崎被爆80周年に合わせて、『核のない未来を！世界核被害者フォーラム』を再び広島の地で開催する。

80余年にわたり、核利用を進めてきた国々と核産業は、核の軍事利用あるいは「平和」利用を問わず、世界中に核被害者＝ヒバクシャを生み出してきた。核被害の多くは、先住民や植民地支配の下に置かれた人々に押し付けられてきた。そして、チェルノブイリ、福島の原発重大事故を起こしてもなお、これらの国々と核産業は、「地球温暖化対策」を口実に原発推進を掲げ、核被害をさらに拡大させようとしている。

私たちは、世界で核被害をこれ以上ふやさないため、全ての核利用サイクルを断つ闘いの国際的ネットワークを強めよう。そのために、核被害地で闘う先住民を含む核被害者、運動家をはじめ、医科学的・法律的専門家を結集し、核がもたらしている被害の全容を徹底的に明らかにし、核利用の根底的な廃絶とこれ以上ヒバクシャをつくらない世界を目指し、核被害者および核被害者と共に闘う人々の国際的連帯の場を広島で作り出したい。

2025年のフォーラムでは、核被害者の実体験と訴えを反映させた核被害者救済と権利確立を目的とする行動指針を幅広い層の参加者と議論する。具体的な当事者目線の行動要綱は、先住民族やグローバルサウスを含む国際社会へ向けて発信し、核の根絶への指針として世界に普及を図る場を作り出す。

2015年フォーラムの成果を引き継ぎ、「世界放射線被害者人権憲章」をさらに発展させ、世界の核被害者への救援、核被害者の権利と補償の確立、核利用の根絶への指針として世界に広めていこう。

Statement on the Award of the Nobel Peace Prize to Nihon Hidankyo
by Hiroshima Alliance for Nuclear Weapons Abolition (HANWA)

ノーベル平和賞の日本被団協への授賞についてのHANWA声明
「核と人類は共存できない」を世界共通の理念に！

２０２４年ノーベル平和賞は日本原水爆被害者団体協議会（日本被団協）に授与された。ヒバクシャへの授賞を英断された勇気ある選定に敬意を表明する。

ノルウェー・ノーベル委員会フリードネス委員長は、授賞理由を発表するスピーチやインタビューにおいて、次のように述べた。

・・・１９４５年８月に、アメリカが広島、長崎に投下した２発の原爆によって、未曽有の人間的悲惨の極みをもたらした無差別大量虐殺と、地獄を生きのびた人々のケロイドや放射線障害による苦難は、長く覆い隠され顧みられずにきた。１９５６年、地元の被爆者団体は太平洋での核実験の被害者と共に自ら立ち上がり、日本原水爆被害者団体協議会を結成した。人類の文明を破壊する核の壊滅的な非道徳性の実態について身をもって証言し、この８０年間核戦争の危機から何とか人類を守るため闘ってきた比類なき証人たちの組織である。
現在、世界で惹き起こされている戦争で、まさに核が使われようとしている危機にある時、我々が被爆者の意志を引き継ぎ、核と人類は共存できないことを確認しよう。・・・

私たちは、被爆者が、想像を絶する苦しみの中で、自らを救い、同時に人類をも救おうと決意し、血を吐く思いで闘い続け斃(たお)れていった先人たちの意志に学び、このノーベル平和賞が示した巨大な核権力との闘いに、あらためて勇気を奮い起こさなければならない。

日本被団協は、広島・長崎の被爆者が、１９５２年までは戦後占領軍のプレスコードの中にあっても、様々な被爆者のグループを作り、お互いに寄り添い支え合いながら、生活苦や病苦、肉親たちを喪失した悲嘆から、自ら国に被爆者援護を求めて立ち上がり、結集していった。
１９５4年のビキニ環礁におけるブラボー水爆実験により、第五福竜丸をはじめとする多くの漁船団は死の灰をかぶり、大きな犠牲をこうむった。核実験の被害を目撃した日本、世界の民衆は、原水爆禁止の国際的な運動に立ち上がり、一挙に大きな力を獲得して、１９５５年に第１回の原水爆禁止世界大会を開催し、被爆者たちは初めて世界に、原爆により受けた痛苦のさまを訴えた。
１９５６年３月には広島県被団協を結成して、同年８月までに被爆者の全国調査に奔走し、１５県に被爆者組織を立ち上げ、第２回原水爆禁止世界大会において日本被団協を結成するに至った。その後、全国に網の目を張って強力な組織を作り上げていった。結成宣言『世界へのあいさつ』で、「かくて私たちは自らを救うとともに、私たちの体験をとおして人類の危機を救おうという決意を誓い合った」と、発信したのだった。
それは、日本被団協が当初から掲げてきた運動の理念と言われる「国家補償の理念にもとづく被爆者援護法の要求運動と原水爆禁止運動を車の両輪とする」というものである。この理念は、現在も取り組まれ続けている世界の核被害者の運動に引き継がれている先達からの遺産になっている。
しかしながら、１９５７年に原爆医療法、１９６８年には原爆被爆者特別措置法を勝ち取り、その後１９９４年に一本化された被爆者援護法においても、被団協が追求した国家の戦争責任を認める「国家補償」の精神に基づく援護法とはならなかった。国家が戦争責任を認めないことに被爆者たちの怒りがどれほどのものであったかを推察し、共感を表明するところである。
核被害、戦争被害の犠牲者は世界の殆どの地で、権力者の植民地主義、圧政による先住民をはじめとする弱き立場の民衆に及んできた。日本のアジアへの侵略により朝鮮韓国の多くの民が原爆被害者となったように。被爆者運動の先人たちの闘いの中でも孫振斗裁判のように闘われてきた。
ノーベル平和賞の授賞理由には、被爆者運動が、核をタブー化した証言活動などの努力を評価しつつも、核被害者が自分たちへの国家の援護を求めてきた被爆者援護活動というもう一つの柱についての言及がなされていないのは残念であるが、これは日本における被爆者を中心とする私たちが引き継ぐべき課題であろう。次なる核被害者を生み出さないための闘いの原則として。

ノーベル平和賞の授賞をうけ、私たちヒロシマは今後もさらに独自に歩み続けていく。
私たちは、核被害者である先達たちが、孤独な、地を這う運動として出発し闘う中で認識し、向き合うべき対象を全ての核被害に向けてきたことに学び、核被害が核戦争における核兵器による被害にとどまらず、現在進行形で増え続けている核の被害、すなわちウラン鉱山採掘に始まり、核兵器、原発用に用いるウランの精錬、濃縮過程、２０００回を超える核実験、原発事故による核被害、核開発利用のあらゆる段階で引き起こされている人間、環境の汚染に対し向き合い、あらゆる核を否定する反核運動をすすめていく。核の利用をやめない限り人類に未来はないことを再確認する。
また、原爆被爆者対策基本問題懇談会が１９８０年答申で、「戦争被害は国民が等しく受忍しなければならない」とした、いわゆる「受忍論」「被曝線量などの科学的根拠の必要論」は、核被害を矮小化し隠蔽化するもので、われわれが乗り越えなければならない大きな課題である。

ＨＡＮＷＡは、２０２５年被爆８０周年を迎えるにあたって、核兵器廃絶の闘いとともに、核のあらゆる利用サイクルを廃絶する闘いを担っていく決意をあらたにする。ＴＰＮＷ発効４周年の１月２２日には１５００本のキャンドルで、亡き核被害者の霊と共に”核と人類は共存できない”、”人類は生きねばならぬ！”と原爆ドームから世界にアピールすることに始まり、１０月には、世界各地の核被害者を結集して「核の無い未来を！世界核被害者フォーラム」をヒロシマで開催する。ノーベル平和賞授賞に敬意と連帯で応え、ノーベル委員会委員長からも力強いメッセージを期待する。

ヒロシマの先人の“遺言”「人間的原子の連鎖反応が、物質的原子の連鎖反応を越えねばならぬ」に習い、世界民衆の連帯の連鎖反応の力により、核エネルギーの連鎖反応で生み出される巨大な力に打ち勝とうと世界に呼びかける。

フリードネス委員長が言及したように、ヒロシマから世界に普遍化してきた「核と人類は共存できない」という理念を共有し、連帯しよう。

Statement on the Award of the Nobel Peace Prize to Nihon Hidankyo
by Hiroshima Alliance for Nuclear Weapons Abolition (HANWA)

Let’s make “Nuclear and humanity cannot coexist”
a common principle around the world!

The 2024 Nobel Peace Prize was awarded to the Japan Confederation of A- and H-Bomb Sufferers Organizations (Nihon Hidankyo). I would like to express my sincere respect for the courageous decision to acknowledge the efforts of hibakusha (atomic bomb survivors).

Chairman Jørgen Watne Frydnes of the Norwegian Nobel Committee expressed the following reasons for the award in his speeches and interviews:

Next year will mark 80 years since two American atomic bombs killed an estimated 120,000 inhabitants of Hiroshima and Nagasaki. A comparable number died of burn and radiation injuries in the months and years that followed.

The fates of those who survived the infernos of Hiroshima and Nagasaki were long concealed and neglected.

In 1956, local Hibakusha associations along with victims of nuclear weapons tests in the Pacific formed the Japan Confederation of A- and H-Bomb Sufferers Organisations.

The Hibakusha help us to describe the indescribable, to think the unthinkable, and to somehow grasp the incomprehensible pain and suffering caused by nuclear weapons.

No nuclear weapon has been used in war in nearly 80 years. The extraordinary efforts of Nihon Hidankyo and other representatives of the Hibakusha have contributed greatly to the establishment of the nuclear taboo. It is therefore alarming that today this taboo against the use of nuclear weapons is under pressure.

It is inspiring to see how they continued their work and also how they are transferring it to new generation in Japan. …humanity and nuclear weapons cannot coexist. We should make sure that these weapons are never used ever again.

We must learn lessons from the will of our predecessors, who were determined to save themselves and at the same time save humanity, and who continued their fight until they passed away despite their unimaginable grueling suffering. We must renew our courage in the fight against the colossal power of nuclear-armed states, as the announcement of Nobel Peace Prize has demonstrated.

Atomic bomb survivors from Hiroshima and Nagasaki formed various groups of hibakusha, even though they were under strict censorship by the postwar occupation forces until 1952. While supporting each other, hibakusha rallied and demanded that the government support the survivors, because of their illnesses and the grief of losing their immediate family members.

The Castle Bravo hydrogen bomb test at Bikini Atoll in 1954 caused radioactive fallout and devastated the Daigo Fukuryu-maru (Lucky Dragon No. 5) and many other fishing boats. The people of Japan and the world, who witnessed the devastation caused by the nuclear tests, rose up in the international movement to ban atomic and hydrogen bombs, assembled great strength, and held the First World Conference against Atomic and Hydrogen Bombs in 1955, where hibakusha appealed to the world for the first time about their pain and suffering from the atomic bombings.

In March 1956, hibakusha formed Hiroshima Prefectural Hidankyo. By August of the same year, they conducted a nationwide survey of A-bomb survivors, and established A-bomb survivors’ organizations in 15 prefectures, and finally formed Nihon Hidankyo at the Second World Conference against Atomic and Hydrogen Bombs. After that, they built a powerful organization by creating a network of hibakusha all across the country. In “Greetings to the World,” the founding declaration of Nihon Hidankyo, they said, “thus we pledge our determination to save ourselves and to save humanity from the crisis through our experiences.”

This is the principle of the movement that Nihon Hidankyo has advocated since its establishment: that “the movement to demand an Atomic Bomb Survivors Assistance Law based on the principle of national reparation, and the movement to ban atomic and hydrogen bombs, are two sides of the same coin.” This principle has become a legacy from our predecessors that has been passed on to the ongoing movement of nuclear victims around the world.

However, the Atomic Bomb Medical Care Act of 1957, the Hibakusha Special Measures Law of 1968, and even the Hibakusha Assistance Law of 1994, which subsequently consolidated the previous laws, were relief measures based not on the spirit of “national reparation” that recognized Japan’s accountability for World War II, which was pursued by Hidankyo. We can only imagine how furious the A-bomb survivors were at the government’s refusal to acknowledge their accountability for the war, and we express our sympathy to the survivors.

In most parts of the world, nuclear victims and victims of war have been indigenous peoples and other vulnerable people who are subjected to colonialism and oppression from those in power. Japan’s invasion of Asia caused many people in the Korean Peninsula (both the present-day Republic of Korea and the present-day Democratic People’s Republic of Korea) to become victims of the atomic bombings. Even in the struggles of the predecessors of the A-bomb survivors’ movement, there was the lawsuit led by Son Jin-doo, a Korean hibakusha (the lawsuit that paved the way for the expansion of benefits to hibakusha living abroad).

It is unfortunate that the reason for awarding the Nobel Peace Prize, while appreciating the efforts of the hibakusha movement to testify to making nuclear weapons taboo, does not mention the other pillar of the A-bomb survivors’ movement, which is national reparation. However, this is an assignment that we, or those in Japan led by hibakusha, should take over. This is a principle of the struggle to prevent the creation of more nuclear victims.

With the award of the Nobel Peace Prize, we in Hiroshima will continue to move forward.

We have learned from our predecessors – who were nuclear victims and who have recognized and confronted all nuclear impacts while establishing the earth-crawling movement without much support – that nuclear impacts are not limited to the damage caused by nuclear weapons in a nuclear war. We have learned that nuclear impacts are also increasing and ongoing, from uranium mining, processing and enrichment of uranium for nuclear weapons and nuclear reactors, more than 2,000 nuclear tests, nuclear disasters, and the radioactive contamination against human beings and the environment caused at every stage of nuclear development and use. Therefore, we promote an anti-nuclear movement that denies all nuclear cycle. We reaffirm that there is no future for humanity unless we denounce the entire nuclear cycle.

In addition, the so-called “theory of accepting and enduring the war damage,” the “necessity of scientific evidence in terms of radiation doses,” and as stated in a 1980 report by the Advisory Council on Basic Issues for Atomic Bomb Survivors, the idea that “the damage caused by war must be equally borne by the people,” are important issues that we must overcome, as they trivialize and conceal the impact of nuclear damage.

To commemorate the 80th anniversary of the atomic bombings in 2025, HANWA renews its determination to play a role in the struggle for the abolition of nuclear weapons as well as the abolition of all nuclear cycle. On January 22, 2025, on the fourth anniversary of the entry into force of the TPNW, 1500 candles will be lit in front of the Hiroshima Peace Memorial (Genbaku Dome) with the spirits of the deceased nuclear victims to send messages to the world such as “Nuclear and humanity cannot coexist” and “Humanity must live!”. In October, the World Nuclear Victims Forum will be held in Hiroshima, bringing together nuclear victims from all over the world. We humbly express our respect and solidarity to the award of the Nobel Peace Prize, and we look forward to hearing a strong message from the Chairman of the Nobel Committee.

To learn from the wisdom of our predecessors in Hiroshima, that “Chain reactions of spiritual atoms must overcome chain reactions of material atoms,” we call upon the world to overcome the enormous power created by nuclear chain reactions with the power of chain reactions of solidarity among the people of the world.

Let us share and stand in solidarity with the idea that “nuclear and humanity cannot coexist,” a principle from Hiroshima that has been universalized throughout the world.

アメリカから３月に広島・長崎への謝罪と和解の巡礼としてPax・Christ（パックス・クリスティ）が広島を訪れましたが、そのメンバーの一人アン・サレントロさんとお話しする機会を得ました。その折に、帰米後４月１２日から５日間、カンザスシティの核兵器工場の増強工事に抗議して機材搬入阻止の座り込み行動を計画していると聞きました。カンザスシティの核兵器プラントは、米の核弾頭の非核部分の８０％を製造しており、工場面積、人員の倍増をはかろうとしているということです。アメリカは、核軍縮どころか、実際にはこのように核軍事力の拡大を進めているということになります。

この反対運動に連帯のメッセージを送りました。英文の修正は、現地の核状況に詳しいNYの井上まり弁護士が協力してくださいました。井上まり弁護士は、昨年１１月の第２回締約国会議にTPNW6,7条についての提言書を一緒にまとめてくださった「核のない未来のためのマンハッタン・プロジェクト」で国際的に反核・人権運動を進めている方です。広島出身の芸術家・川野ゆきよさんともアメリカで一緒に運動をされています。アンさんや仲間の方からすぐに喜ぶ返事が来て、行動の実行委員会に回した、全米に呼び掛けている座り込み阻止行動の前でヒロシマからのメッセージとして読み上げる、HPにUPするということでした。その後も、現地に結集してメッセージを聞いた人たちが感涙している写真と共にヒロシマからの連帯に励まされて頑張ります！と伝えてこられました。アメリカの核兵器反対の最前線で戦っている仲間たちへの連帯の一歩になることを期待しています。残念なことに、この座り込み行動では10人の市民が逮捕されたとの連絡もありました。

広島からの連帯メッセージ

カンザスシティー核兵器工場(KCNSC）の拡張強化に抗し闘う仲間たちへ

２０２４年４月６日

原爆投下された広島で核の根絶を目指してたたかうヒロシマから、アメリカの核政策の要である核兵器工場の強化、拡張に対して戦う皆さんの勇気ある行動に敬意と連帯のメッセージを送ります。

アメリカ合衆国は、１９４５年８月６日広島に、８月９日長崎に原爆を投下しました。その結果、即時に数十万の人々が大量虐殺され、生き延びた人々には放射能後障害や深刻な困難、遅れた死をもたらしました。7９年間、私たちは、この重い無数の死や生きる苦しみを持たされたに人々を背負ってあらゆる核の根絶のために闘ってきました。

核兵器禁止条約により国際的、道徳的に核兵器は非人道的兵器として断罪され、もはや使用は法的に禁止されたのです。たとえ、米国や日本の政府が禁止条約に背を向けたままであっても、人類のジェノサイドをもたらし、地球を破壊する兵器である事実は明らかです。

今、アメリカが核戦争を促進するような核兵器の更なる開発強化のため、工場機能の拡大を進めようとすることは許されないことです。皆さんの座り込みや非暴力行動に私たちも連帯します。

核の問題は一国家の問題ではなく、類的な問題です。核の開発は、ウラン鉱山の採掘から、精錬、濃縮、核兵器製造、核実験、核戦争のみならず、原子力発電による事故、高レベル放射性廃棄物の処理に至るあらゆる段階で深刻な核被害をもたらしてきました。科学文明の生み出した原子力の軍事利用、商業利用は、今や人類と地球を滅ぼす最悪の時代をもたらしています。その犠牲になるのは国境に関係なく、力を持たない市民、先住民、子供、女性たちです。

広島の先人は、「核と人類は共存できない」と戦ってきました。私たち、今を生きる私たちは、それを引き継ぎ全ての命を、地球を守る義務があります。ウクライナで、パレスチナで核が使われる威嚇を、核を持つロシアやイスラエルなどの国家権力が行っています。戦争を、ジェノサイドを直ちに止めなければなりません。人類は、生きねばなりません。共に戦いましょう。

Message of solidarity from Hiroshima

To our friends in the fight against the expansion of the Kansas City National Security Campas (KCNSC)                      April 6, 2024 

From Hiroshima, where the atomic bomb was dropped and where I fight for the elimination of all things nuclear, I would like to send a message of respect and solidarity for your courageous actions in the fight against the strengthening and expansion of nuclear weapons facilities, which are the cornerstone of U.S. nuclear policy.

 The United States dropped atomic bombs on Hiroshima on August 6 and on Nagasaki on August 9, 1945. As a result, hundreds of thousands of people were immediately massacred, and those who survived suffered post-radiation sickness, severe hardship, and a slow death.

 For 79 years, we have fought for the elimination of all things nuclear, bearing the heavy burden of seemingly endless death and human suffering. The Treaty on the Prohibition of Nuclear Weapons condemned nuclear weapons as inhumane weapons internationally and morally, and their use was prohibited under international law.Even though the governments of the United States and Japan continue to reject the ban treaty, it is clear that nuclear weapons are weapons that will lead to the genocide of all humanity and destroy the planet.

 It is unacceptable for the United States to expand its capabilities in order to further strengthen the development of nuclear weapons that would facilitate nuclear war. We stand in solidarity with your sit-ins and nonviolent actions.The nuclear issue is not a one-nation problem, but a problem of all nationsThe development of nuclear weapons has caused tremendous damage at every stage; from the extraction of uranium to milling and enrichment, nuclear weapons production, nuclear testing, and nuclear war, as well as accidents caused by nuclear power generation and the disposal of high-level radioactive waste.

The military and commercial use of nuclear energy created by science is now bringing about the worst era, which will destroy humanity and the earth. Regardless of national borders, it is the unarmed civilians, indigenous peoples, children and women who will become the victims.

Our ancestors in Hiroshima fought for a nuclear-free world with the belief that “nuclear cannot coexist with humankind”. We, who live in the present, have an obligation to take over and protect all living things and the earth.Nuclear-armed states such as Russia and Israel threaten to use nuclear weapons in Ukraine and Palestine. We must end the war and genocide right now. Humankind must survive. Let’s fight together!For a nuclear-free future! For a world without war! To immediately end the genocide!

趣旨：

　＊人類の英知で発効した核兵器禁止条約が３年目の記念日を迎えた。１１月の第２回締約国会議では、核被害者・地域の救済基金の設置など強化されたが、核被害者の対象拡大など多くの課題が残されている。

＊今日の状況は、ウクライナ戦争は２年経てなお泥沼化し、イスラエルによるパレスチナ自治区・ガザへのジェノサイド攻撃はますます激化し、その間毎日子どもや女性をはじめとする多くの無辜の民の命が奪われ傷つけられている。

＊ロシアもイスラエルも核を持ち使用の威嚇をしており、今や人類を核戦争の危機にさらしている。中東の戦火拡大をはじめとする世界戦争の火種を消し止めなくてはならない。

＊イスラエルによる無法な民族大量虐殺行為に対し、南アフリカが多数の国々などの支持のもと国際司法裁判所ICJにジェノサイド禁止条約違反として提訴し、軍事作戦即時停止命令などの仮保全（暫定）措置を求めている。現在、国際法廷の場で裁かれている。

ヒロシマもともに連帯しよう。

STOP！ GENOCIDE in GAZA  NO NUKES NO WAR！

24日、イスラエルは圧倒的な国際世論に迫られてガザ・ジェノサイド攻撃を４日間休止せざるを得なくなった。ハマスは約束通り人質を解放している。イスラエルは[政治犯]として捕囚しているパレスチナの女性、子供を一部解放するところまで追いつめられている。

しかし、ネタニヤフ首相は、一時停戦後には直ちにハマスを殲滅するまでパレスチナ人への攻撃を再開すると宣言している。

イスラエル・ネタニヤフ政権のこれまで行ってきた病院への攻撃、国連経営の学校や避難施設への壊滅的攻撃は決して許されるものではない。ガザ地区の住民の電源を奪う強制停電、外部との連絡網、水、食料、電気、燃料、移動の自由の供給を全て遮断して、空から地上から無差別爆撃をしている。

これは今に始まった事ではない。イスラエルは75年以上にわたって、こうしたアクセスを支 配してきた。高い塀をめぐらす「天井のない牢獄」にパレスチナ人を閉じ込める強制収容など、極悪非道の残虐な仕打ちをしてきた。

 今回さらに前例のない激しさで、ガザ地区のへの地上侵攻による爆撃と空爆を続けている。命がけで患者の治療に当たる医師たちや国連、国際NGOまで犠牲にして極悪非道の残虐な仕打ちをしている。このような一国家による他民族へのいわれなき侵略、収奪、虐殺行為が現代において許されて良いというのか！

イスラエルのガラント国防相は言った！「我々は 人間の顔をした動物と戦っており、それに見合う行動をする」。　これはまさに民族浄化だ！

何故、この世に生を受けたばかりの嬰児までが人工呼吸器の酸素補給を奪われ死んでいかなければならないのか！

何故、イスラエルが自国の覇権を拡げるために罪なき人々の命を踏み潰す無法行為を世界は許しているのか！ ナチスによるユダヤへのホロコースト、Nuclear Genocideと言われるアメリカによるヒロシマ・ナガサキのへの無差別大虐殺の非人道的な歴史的事実は、人類が決して再び犯してはならない重大な国際犯罪である。

２０２１年にやっと人類が到達した核兵器禁止条約TPNWが２回目の締約国会議を迎えている。 そこに、原爆投下国米国や被爆国日本政府の姿はないのみならず、TPNWを否定している。

そのことが、ロシアのウクライナへの核使用の威嚇、イスラエルの核保有を自認する核兵器使用発言まで許す誘因となり、核戦争の危機を招いているのではないのか。

 私たちは、無差別に不当な力によって殺戮され傷つけられ、愛する家族を奪われ、環境 を破壊されているすべての人々に連帯する。

私たちは、世界で隠蔽されてきたすべての核被害者に連帯する。

私たちはヒロシマから世界に訴える！

イスラエルによるパレスチナ・ガザ殲滅、ジェノサイド攻撃の即時停止を！

ウクライナ戦争の即時停止を！

STOP! GENOCIDE in GAZA

On the 24th, Israel was forced by overwhelming international public opinion to

suspend the Gaza Genocide attack for four days. Hamas is releasing hostages as

promised. Israel has been driven to the point of releasing some Palestinian women and

children held as [political prisoners].

However, Prime Minister Netanyahu has declared that after a temporary ceasefire, he will immediately resume attacks on Palestinians until Hamas is destroyed.

The Israeli Netanyahu government’s previous attacks on hospitals and devastating attacks on UN-run schools and shelters are impermissible. Forced power cuts that deprive the residents of the Gaza Strip of power, cut off all outside communications, water, food, electricity, fuel, and freedom of movement, and indiscriminate bombing from the air and from the ground.

This is nothing new; Israel has controlled such access for over 75 years. It has been committing heinous atrocities, including the incarceration of Palestinians in “prisons without ceilings” surrounded by high walls.

This time, with unprecedented intensity, they are continuing their ground invasion of the Gaza Strip with bombings and airstrikes. They are committing heinous atrocities at the expense of doctors who risk their lives to treat patients, the United Nations, and international NGOs.

How can such unprovoked aggression, deprivation, and genocide by one nation against another be tolerated in this day and age?

 Israeli Defense Minister Gallant said! “We are fighting human animals and we act accordingly.” This is truly the ethnic cleansing!

Why must even newborn infants be deprived of oxygen through ventilators and allowed to die?

Why does the world allow Israel to commit such lawless acts of trampling on the lives of innocent people in order to expand its hegemony?

The inhumane historical facts of the Nazi Holocaust against the Jews and the indiscriminate massacre of Hiroshima and Nagasaki by the United States, known as Nuclear Genocide, are grave international crimes that humanity must never commit again.

The TPNW, which humanity finally reached in 2021, is now in its second meeting of the State Parties to the Treaty for Prohibition of Nuclear Weapons.

Neither the U.S., the country that dropped the atomic bombs, nor the government of Japan, the Nuclear bombed country, were present at the 2MSP. They both deny the TPNW. This has led to Russia’s threat to use nuclear weapons against Ukraine and Israel’s self-admitted possession of nuclear weapons, and has brought about the danger of nuclear war!

We stand in solidarity with all those who are killed, maimed, deprived of loved ones, and suffer environmental destruction by indiscriminate and unjustified force.

We stand in solidarity with all nuclear victims whose existence has been hidden from the world.

We appeal to the world from Hiroshima!

❖ We call for an immediate halt to Israel’s extermination of Palestine and Gaza and genocide attacks!

❖ Immediate halt of the war in Ukraine!

❖ Full support for nuclear victims and nuclear-affected communities!

❖ Nuclear weapons/technology and humanity cannot coexist!

核兵器禁止条約第2回締約国会議の直前、

キャンドルメッセージを世界に発信します。

　

11月27日から核兵器禁止条約の第2回締約国会議が、ニューヨークで始まります。一方で、パレスチナ・ガザ地区ではイスラエルのネタニヤフ政権によるジェノサイド（大量殺戮）攻撃が続いています。ウクライナでの戦争も長期化するなかで、核戦争の危機が一層高まってきました。米国の原爆によるジェノサイドを体験したヒロシマから、即時停戦、ガザ市民を救え、核戦争を止めようというキャンドルメッセージを世界に発信します。

趣旨

＊パレスチナ・ガザへのイスラエルのネタニヤフ政権による残虐なジェノサイド攻撃は執拗に続いている。

＊何故、この世に生を受けたばかりの嬰児までが人工呼吸器の酸素補給を奪われて死んでいかなければならないのか !

＊何故、イスラエルは自国の覇権を拡げるために罪なき人々の命を踏み潰す無法を行い、世界はそれを許しているのか !

＊ナチによるユダヤへのホロコースト、Nuclear Genocide と言われるアメリカによるヒロシマ・ナガサキのへの無差別大虐殺の非人道的な歴史的事実は、人類が決して再び犯してはならない重大な国際犯罪である。

＊２０２１年にやっと人類が到達した核兵器禁止条約 TPNW が２回目の締約国会議を迎えている。そこに、原爆投下国米国や被爆国日本政府の姿はないのみならず、TPNW を否定している。そのことが、ロシアのウクライナへの核使用の威嚇、イスラエルの核保有を自認する核兵器使用発言まで許す誘因となり、核戦争の危機を招いているのではないのか？！

＊私たちは、無差別に不当な力によって殺戮され傷つけられ、愛する家族を奪われ、環境を破壊されているすべての人々に連帯する。私たちは、世界で隠蔽されてきたすべての核被害者に連帯する。
